Support at Home 1 Oct 2026 Changes + ACFR 31 Oct 2026 Compliance
Changes to Personal Care services will apply from 1 Oct 2026. Manage these changes + the ACFR compliance for 31 Oct 2026 effectively with e-Tools Support at Home (eSAH).
As part of the Support at Home changes effective 1 October 2026, approved Personal Care services will be fully government funded for eligible participants, meaning no participant contribution will apply. Personal Care includes services such as showering, dressing, personal hygiene, eating, non-clinical continence management, and assistance with self-administration of medication. There are no changes to participant budgets, providers, care workers, or contributions for other service types.

The e-Tools Support at Home software (eSAH) is designed to help service providers navigate evolving Department requirements with ease and confidence. The e-Tools Software team will ensure everything will be seamless for the upcoming changes.
Existing Personal Care Services
For Personal Care services already created with service dates on or after 1 October 2026, the eSAH system will automatically apply the Clinical contribution rate in accordance with the new regulations.
New Personal Care Services
For Personal Care services created from 1 October 2026 onwards, Personal Care will appear under the Clinical Care category as required by the regulations. The Services section will display these services appropriately, and all related contribution calculations will be applied automatically.
Seamless Update for eSAH Software Users
No action is required from our eSAH clients. All necessary system updates will be automatically included in the upcoming eSAH software release.
ACFR Compliance
Our clients will be supported to meet the 31 October 2026 Aged Care Financial Records (ACFR) submission deadline.
