Summary of Major Reform Changes

The ‘Summary of Reform Changes’ document provided below outlines critical changes that impact you as a provider under the new Aged Care Act and reforms. 

Please read the information carefully, alongside other Government manuals, and circulate to affected team members ASAP, as it is important for them to know this information before 1 November 2025. 

Summary Outline:

• Agreement templates
• HELF, including agreement & purchase orders
• RAD/DAP retention management
• Provision of Hotelling Supplement
• Non-Clinical Care Contribution (NCCC)

The document also provides an overview on navigating the changes using NeRA Cloud. Clients currently registered to use the Cloud Sandbox site will be able to test the new UI changes. 

NeRA Cloud Sandbox Updated

Please be advised that NeRA Cloud Sandbox was updated on Wednesday, 22 October 2025.

To familiarise yourself with the latest changes in the Sandbox, please refer to the NeRA UI Changes section of ‘Summary of Reform Changes’ document found below: 

💡 Sandbox Test Site Access 

We encourage you to make use of the NeRA and eRAD Cloud sandbox environments; there is limited time remaining to test the new features in the Sandbox and ensure you are well-prepared for 1 November. 

NeRA/eRAD Cloud users:

Current Cloud users can register for access to the sandbox – email support@e-tools.com.au for help.

NeRA Windows users:

For NeRA Windows users who don’t have access to an on-prem test environment, please contact our support team to request access to the Cloud Sandbox environment – email support@e-tools.com.au.  There is no cost attached to access the test environment, and we encourage you to take advantage of this opportunity. Please note that this is not a production system or a migration. It is provided solely to help our clients become familiar with the reform changes.
